Steps to replicate the issue (include links if applicable):

• Navigate to https://www.wikimediastatus.net
• Under "System Metrics", point your mouse cursor on the question mark icon next to one of the graph headers until the tooltip appears.
• Move your cursor up to the tooltip to use its horizontal scroll bar.

What happens?:
The tooltip disappears before the scroll bar can be used. This makes it impossible to read the entire tooltip text.

What should have happened instead?:
The tooltip should have remained visible to allow using the scroll bar.
