• Go to edit an article in VE and navigate to the add category page
• Type in a category in lowercase, such as "haverford college faculty"

What happens?:
The first and only suggestion is to create a new category "haverford college faculty"

What should have happened instead?:
The top suggestion should have been to use the existing "Haverford College faculty" category, with creating a new category only second
