Clarify whether reviewed message should be signed by the patroller or not

Description

User story: As a new page patroller, I want to be told whether I should sign my review message, so that I'm not confused about adding one.

When marking an article as reviewed, patrollers can additionally send a message to the article creator. It is not clear whether the patroller should sign the message (~~~~) or leave it for the software to sign. A short interface message or edit to an existing one could clarify this.

Below is what happens if a signature is included. #1 is no signature, #2 is signature. With that screenshot in mind, I think "no signature" is best.

We may even want to add code that strips out ~~~~ if it is found at the end of the message.
