Section Translation: Changed/translated title is ignored; original title is published

Description

What happens?:
A user reported that they could not change the article's title until it is published, so for example, if we translate an article from Arabic Wikipedia to English Wikipedia using Special:ContentTranslation; it does not work and after publishing it still shows the original Arabic title so we have to change it again after publishing it for clarifications I uploaded a video you can see

What should have happened instead?:
Changing the article's title without a problem using Special:ContentTranslation.

@Aklapper-san i've uploaded a video for clarification is it not useful enough?

I don't know at which stage in the video what is done and what happens and what should happen instead. Maybe someone else will understand, or not. :)

the video shows that the user wants to publish an article the content and title is on ckb language, but when you publish the article the article's Title will be published on English language instead of ckb language

in short which means no matter how you change the title, only the original title will be published in the end.
