This bug (or collection of bugs) seems to be rendering user talk pages unoperable on enwiki: database errors occur when you try to edit a talk page, the new messages bar is not triggered (my experience) or does not go away (Orderinchaos's report), and someone could not access their user talk page. Upgrading importance to reflect this.
