As a PM, I want to be able to release features in to a beta production space so that I can test features and prepare them for a full public release.

Acceptance criteria
Staging environment fully operational.

To-Do

• update CI/CD pipelines to be able to work with another environment
• deploy staging GitLab worker? (TBD we can use dev worker for now)
• deploy the infrastructure
• deploy the services
• make sure environment is operational

Notes
For now we can stick with staging domain prefix. After we free up the beta domain, we'll change this to beta.
