The link "create a new article (new page)" is missing in the main menu

Description

Use case(s)
The main left menu offers links to some basic activities (including "Upoad file", "Create a new item", "Create a new Lexeme" etc. However, one of the most basic activities of working on Wikipedia, creating articles or other pages, does not have such a link, and this step must be done in a complicated, very unintuitive way, with the necessary intermediate step of obtaining a red link. Having to create articles using a search box is very non-standard and non-transparent.

The problem is also described in T327464. However, while that task request "a special page for starting a new article", this task request primarily the create link (regardless of whether a specific "special page" will be part of the follow-up process).

Feature summary
The main page should contain a link to "create a new article" in one of the most prominent places in the menu.

The function of this link is related to the T327464 request and should include:

  1. Dialog for entering the name of the new article (including a link to the relevant help and policy pages related to article naming)
  2. Search results from the current project for the specified title, prompting you to check whether an article already exists for that topic.
  3. Search results from Wikidata for the specified title, offering to join the new article with the existing Wikidata items.
  4. Guide to creating a new article {something similar to the Upload Wizard on Wikimedia Commons): choosing a page type + item type and preload a fiiting pattern for such type of page (with empty infobox, typical chapter headings, help comments etc. ) To skip this support and open simply an empty page should be also offered in the first step. If the page exists in some other language version, also the translation tools can be offered.

Benefits (why should this be implemented?):
If Wikipedia projects contain such a fundamental deficiency in relation to one of the most basic activities, it unnecessarily tarnishes their image and may discourage new contributors. However, even for very experienced users, this lack is an unnecessary complication that delays and annoys them, even if they learn to get around it. Fixing this shortcoming will make the process of starting a new article more normal.

Also a possible "Article Wizard" can be not only a help for new users (as mentioned in T156442), but also for experienced users, if it will make their work easier (rather than difficult with unnecessary steps).
