To be able to update to Vue 3, we need to replace the Buefy components, because Buefy is not compatible with Vue 3.

Acceptance criteria

• Page looks and works like before.
• The autocomplete component for the city field(s) is replaced by one that is
  • compatible with Vue 3.
  • actively maintained.

Implementation details:

• Find a new and better autocomplete/fuzzy search library for the city field, probably needs styling.
• When replacing Buefy you might need to import Bulma or parts of Bulma
• Select2 might be suitable, but we'd need a Vue wrapper for it.
• Selectize might also be suitable.
