Description
The TOC provides both navigation region and an h2 element for screenreader users to navigate with. Currently they use 'Contents' as the label, which is the same as legacy Vector and the visual label.
Updating the label to 'Table of Contents' will make the label more descriptive, and distinguish it from the main landmark region, which is read out as 'contents' in VO. This will also have an additional benefit of reducing repetition of 'Contents', which is used 3 times in a row with the TOC
