Recruit new maintainer for Docker Hub "mediawiki" image

@dbarratt stated he doesn't have much extra time these days so we are recruiting someone to replace him and join myself and @Addshore.

The main responsibility of a maintainer is to update the mediawiki-docker repository following a release (e.g. https://github.com/wikimedia/mediawiki-docker/pull/118) and then submit it to the docker-library folks for pushing to docker hub (e.g. https://github.com/docker-library/official-images/pull/13792). And then triage and address issues in Docker-Hub-MediaWiki as appropriate.

Ideally the maintainer would be already trusted in the MediaWiki community and probably have +2 rights somewhere.

As offered on IRC I could help out with the maintenance of the container images 😃

Ideally the maintainer would be already trusted in the MediaWiki community and probably have +2 rights somewhere.

That is sadly not the case, I have no previous involvement besides my already submitted fixes to the container builds/build infra:

I am active as a Package Maintainer in the Arch Linux Community, so while I am a newbie in this community there is at least a history of committing to open source and maintaining packaging from a release in the broader sense.

If needed I can also verify that the accounts belong to me (i.e. sign stuff with the associated GPG keys).

Yeah, "ideally" was some 8 months ago, so now I'm happy with someone who is trusted in the broader FOSS community and hopefully soon-to-be trusted in the MW community :).

I'll wait a few days in case anyone else wants to comment before adding you to the GitHub repo and Docker Hub maintainers list.
