Steps to replicate the issue (include links if applicable):

• Select Vector 2022
• Add custom css to vector.css
• Remove the custom css from vector.css

What happens?:

CSS is loaded from Vector 2010 custom CSS even though Vector 2022 is selected in preferences.

What should have happened instead?:

When selecting Vector 2022 or any other skin it should only load the CSS from that skin and ignore everything else. Unless of course it's the shared CSS.
