ECs do not receive notifications for p18-based image suggestions

Context
The first Section-Level-Image-Suggestions evaluation round highlighted that suggestions coming from the Wikidata p18 property (image) of Section-Topics don't reach acceptable accuracy on average on target wikis with several reasons identified: see results in T316149.
Until we complete improvements and another round of SLISE as described in T330773 and get acceptable results, we should skip p18-based section image suggestions in notifications for ECs.

I would suggest closing this ticket and incorporating it into T330934's acceptance criteria instead (to ensure we don't end up wasting work by first adding P18 suggestions, then taking them away)
