Description

We need to create architecture and scope required work to take Breaking News into production, so that we can start planning and adjusting the deadlines.

Acceptance criteria
Present an ERD (design doc) created for the implementation
Have a discussion with the team on the architecture and design.
Tickets for taking Breaking News into production created (including infrastructure updates).
