[tbs.buildpack-admission-controller] Restrict the builders to heroku only

Description

For now (and for the beta), we will be allowing only heroku official builder+buildpacks.

This task is to restrict the list of builders to that one only ("harbor-tools.wmflabs.org/toolforge/heroku-builder-classic:22" for now).

This should be done using the configuration values during the deployment as opposed to changing the defaults in the golang code.
