Display data from meta-wiki global account log when visiting Special:CentralAuth on other wikis.

Activity on global accounts is only logged on meta. Special:CentralAuth exists on other wikis, but it's not very helpful for providing information why global accounts are locked since the log data is only loaded from meta.

Benefits (why should this be implemented?):
Make Special:CentralAuth more useful on all wikis.
