Tab navigation should be improved on the Commons caption entry form

The first TAB should lead the user to a positive button.

Benefits (why should this be implemented?):
Currently the first tab leads the user to a trash can button.

It takes about five TABs to get to the Publish button.

Anyway, the TABs should be
1: Save my work
first.

Not
1: Destroy my work
first.

Yes, trash can is different than Cancel, below.
But still: positive things first, please.

Mainly this item needs to be made more like the web pages of the '20s, not the '90s.

In the 20's people can just start typing into boxes and hit RET (I mean "ENTER") and the thing is saved.

They didn't need to push any button before they started, and ENTER saves it.
