Current https://meta.wikimedia.org/w/index.php?title=Community_Tech/Popular_pages_bot&oldid=23886145 states "To request your wiki be added, please get consensus within your community then file a request on Phabricator." Thus I'm reopening this task for the time being.
If that page on meta does not correctly describe the current workflow, then the documentation needs to be updated.

This is not for a new wiki but for a WikiProject on a wiki where the bot already runs.

@JJMC89 As pointed out by @Aklapper, the current instructions say "To request your wiki be added, please get consensus within your community then file a request on Phabricator."
I have followed Anoop's alternative instructions, but just a heads up that the instructions should be updated! thanks! :)

The instructions are referring to adding the bot to a new wiki, just as it says. It sounds like this is for an existing supported wiki (English Wikipedia). In the same section it says "WikiProjects can sign-up or modify their enrollment on the configuration page", which is what applies to this request.
