IP masking may impact The Wikipedia Library Card platform. We should investigate and test whether it seems as though any updates will be required.

Ideally, temporary users should not be able to log in to the library - temporary accounts are not eligible library users even if they are somehow able to meet the eligibility threshold (it's unclear if this is possible).

After investigating, these are my findings:

Per https://www.mediawiki.org/wiki/Help:Temporary_accounts, edits made by temporary accounts are attributed to users as long as the cookie (that expires in a year) exists. Therefore, there could be a scenario where a user with a temporary account reaches the Wikipedia Library's criteria. However, they will not get an Echo notification because they are temporary accounts (see https://phabricator.wikimedia.org/T332552 and https://gerrit.wikimedia.org/r/c/mediawiki/extensions/TheWikipediaLibrary/+/950064/).
If a user who has a temporary account clicks on a Wikipedia Library proxied link, they will be redirected to the Meta log-in. Since they don't have an account, they cannot access the library.

Therefore, I don't see there are any changes to be made.
