Amount of quota increase: 5 TB, but at least 3 TB
Reason: During Community Tech's Community-Wishlist-Survey-2023, our WikiWho tool has gained increased attention and we would therefore require more disk space. We would like be able to expand WikiWho to more wikis like suggested in the wish, which received 125 support votes (#7 proposal overall).

Event Timeline
Note we already have a 5 TB volume (T297446) that holds the data for 5 wikis. There is room left, but we need to save some room for those languages to grow. I believe it's also possible to expand the size of the current volume, which we can explore if recommended, but we thought with the preexisting concerns with very large volumes (T297446#7573058), we're better off using a new volume.
A new 5TB volume would be awesome as that should allow perhaps a dozen or so more wikis or so to be added, and I think we'll be all set for many years to come. We said 3 TB minimum, which I should admit is merely a ballpark guess as to what we'd require the next few top Wikipedias (and leaving room for them to grow).

As of this writing we have ~73 TB usable space in Ceph (until health alerts start).
