Communicate intention to remove IE11 from basic support

Description

As part of T288287, we should provide clear/simple messaging around the following (to include copy from the proposal):

  • What's changing?
  • When is it changing?
  • How does this impact my current features in production?
  • What do I need to do?
  • Who can I contact if I have questions?

Pull communication channels (to be confirmed):

Acceptance criteria:

  • Message copy is drafted/reviewed/finalized
  • Communication channels are confirmed
  • "Senders" are identified (i.e., who is the best messenger for this change?)
  • Plan is added to Movement Communications calendar

I've drafted two different browser support related documents (internal to WMF for now): one that captures overarching changes we can make to our browser support policy, including aligning Grade A support with Baseline, and one focused more explicitly on Grade C, with dropping/bumping browser versions in support of upcoming features like night mode.
