User story & summary:

As a newcomer on Spanish Wikipedia, I want a Mentor to help answer my questions and support me, so that I can be successful.

Only 15% of newcomers on Spanish Wikipedia currently receive the the Growth mentorship features (we originally started at 25%, but then we lowered it to 15% in October 2022).

After a community discussion with Spanish Mentors, there is agreement that we can increase the percentage of newcomers receiving Mentorship features.

To avoid an initial spike of questions, let's release incrementally.

Acceptance Criteria:

Update percentage to 35%
Check in with @Zapipedia-WMF to make sure the number of questions Mentors are receiving is still manageable
Update percentage to: 50%
