The software allowed creation of a page with only a SOFT HYPHEN Unicode: U+00AD, UTF-8: C2 AD character as title. Title was invisible.

It's not actually invalid, so this isn't really a bug. For example, the page exists on English Wikipedia as well (as a redirect): https://en.wikipedia.org/wiki/%C2%AD
But there is a long-standing request to disallow it, since it can indeed be confusing. I'll merge your report into that one.
