After some time running successful on production wikis (the team agreed on something like 2 or 3 months, which would be end of August 2023) we should be able to clean up some feature flags.

• Remove KartographerNearbyOnMobile in the code and mw-config code.
• Remove KartographerNearbyClustering in the code and mw-config code.
• Keep KartographerNearby because the feature "requires the GeoData and CirrusSearch extensions to be installed". It's convenient in e.g. dev environments and 3rd-parties to have it disabled by default.
