It's too late for these to reasonably happen for 1.42; re-tagging.

I've added T317147 as a subtask as ext-openssl is now required in core, so it should be bundled for the purposes of mediawiki/core. That should mean that CheckUser should be ready for bundling.

I believe the SOP is actually to retire this task and start a new task for 1.44, rather than renaming this one, @Reedy -- at least that's what people did before.

If you look at this task, it’s been here since at least 1.41.

Why aren't these mentioned in the 1.44 release notes?

They should be mentioned under "Upgrading Notes" similar to https://www.mediawiki.org/wiki/Release_notes/1.40
