[Design spike] Refine visual styling of ToC, Tools and Main menus

Currently there are some inconsistencies and questions over the styling of the three menus. This spike aims to look at all the issues of the three menus together to achieve a more holistic approach.

This spike will explore:

  • Styling and placement of ‘hide’, ‘move to sidebar’ buttons (see also T332085 and T325553)
  • Styling of menu titles
  • Placement of line in section headings (above or below text)
  • Expandable collapsible sections in Tools menu
  • Spacing of sections in Tools and ToC menus

Recommended changes include:

  • New ‘inline’ button style for hide/pin action (this design will be dependent on style chosen by DS team)
  • Consistent spacing between menu items across all menus
  • Spacing increased between menu sections for improved readability
  • Rules placed under menu section titles

The TOC in this latest screen shot is still missing numbering of sections. Please remember to include it in any overhaul of the TOC styling. See T307316.

@Jonesey95 It looks like the conversation in T307316 is still ongoing. Although I see the value in numbering the ToC in certain situations, we're not planning on introducing enumeration in this iteration.
