Description

As an WME engineer i need to enhance our infrastructure to include the new service for listening to mediawiki page create event-stream events.

We should also create the necessary output topic in kafka, following current naming practices.

Acceptance Criteria

Infrastructure changes delivered to dev environment
CI/CD pipelines added to the handler
Add topic aws.event-bridge.article-create.v1 with 5 partitions and setup appropriate ACL.
Set content-integrity service as a consumer

Developer Notes

This should be done by replicating our current event-bridge system
