Description

As an WME engineer i need to enhance our infrastructure with a Redis cluster in order to facilitate the functionality of the content-integrity service.

Acceptance Criteria

Infrastructure changes delivered to dev environment

Developer Notes

this should be done by replicating our current redis clusters
ElastiCache for Redis cache.t3.medium x 2 (2 AZ) (2 vCPU, 3.09 GiB)
We should create a password for every environment and add an entry for the tf variable in the Settings > CI/CD -> Variables
