[toolforge-cli.build] Differenciate between verbose and debug

Description

--verbose should be used to show more information to the user, related to the command (more fields for builds, details about why it errored out, etc.)
--debug should be used to show debugging information (where the cli looks for binaries, http connections, internal information for debugging why the cli does not work, not why the build does not work)
