Steps to replicate the issue (include links if applicable):

• Open Language Selector either with a click or by navigating with the keyboard to the button and pressing enter.
• Press arrow down several times, so that the vertical scrollbar moves down.
• Close the language selector without selecting any language by clicking anywhere outside of the component
• Reopen the language selector

What happens?:

• The last highlighted element before closing the language selector is still highlighted.

What should have happened instead?:

• Upon opening the Language selector there shouldn't be any language highlighted
• The first language to be highlighted on keyboard down arrow press should be the first language on the list.
