ToolsDB: rename Cinder volumes

Description

tools-db-1 and tools-db-1 are storing data in Cinder volumes that were created from a Cinder snapshot, which in turn was created from a volume based on a previous snapshot. This means we must keep four additional items in Openstack: two snapshots and the two volumes the snapshots were created from.

We should rename the base volumes with better names, because the current names can be confusing.

I renamed the volumes and snapshots using the following new names:

tools-db-basevolume1
tools-db-basevolume2
tools-db-basesnapshot1
tools-db-basesnapshot2

I also updated the description of all those volumes/snapshots to state:

This volume/snapshot cannot be deleted because it is part of the volume chain for tools-db-1 and tools-db-2. More details at T335593.

T335593 is a new task I created to track the work that would be needed to flatten the volume chain, though I believe keeping the current volume chain is not likely to cause any issues.
