When I visit /wiki/Special:Experiments/new I should be able to create a new experiment with the following details:

• Name
• Starts at
• Buckets and bucket sizes

When the experiment is created:

• The created at and updated at fields should be set to the current date and time
• The experiment's creator/owner should be set to the current user (actor)
• A log entry should be created
