Have loadPreDefinedObject.php only make changes to non-label content and English label content, and leave translations alone

Description

When we need to reload DB contents we don't really want to obliterate e.g. the Spanish labels we have for testing. It'd be great if we did a diff and re-applied the new labels/alias/short descriptions for local testing (and especially for Beta).
