Web team has done all the known work relating to IP masking so I'm closing this ticket since there is nothing left to track cc @ovasileva

Note, T342908 is a blocker for rolling out IP masking (as without that the banner appears unstyled in Minerva) and there is the question of whether desktop improvements rollout blocks IP masking as there is currently not support for legacy Vector for anonymous users (more details in T339377)
