Motivation

When deploying IP Masking, we want to a gradual rollout to we can evaluate the effects of the change, learn and improve on the feature set before deploying further. This means we will be activating IP Masking on some wikis while it would not be enabled for others. In these situations we want the non-IP-Masking wikis to treat unregistered users as IP users (like at present). If a user on an IP Masking enabled wiki obtains a temporary account and then moves on to a non-IP-Masking wiki, we should still treat them as an IP user on the latter wiki.
