Add arwiki to WikiWho

Description

Now that we have more disk space (T332630), we're trying to get as many of the top language Wikipedias added to WikiWho as possible.

I did some testing, and the algorithm seems to handle RTL / Arabic script just fine, however I'm finding that in Vector-2022, the bug T320364: Who Wrote That annotations load, but without yellow highlighting occurs more frequently. That should probably be fixed before we add arwiki to Who-Wrote-That.

Per the task description, we're not going to enable Arabic in Who-Wrote-That until T320364: Who Wrote That annotations load, but without yellow highlighting is resolved. Side-stepping for now.

Note however WikiWho still can be used on Arabic via XTools and any other clients out there. Thus I'm re-classifying this as a Who-Wrote-That bug and not WikiWho.
