Description

Steps to replicate the issue (include links if applicable):

Per https://en.wikipedia.org/wiki/Wikipedia:Village_pump_(technical)#Banner_link_error

What happens?:
It seems the link in the banner is down, either not responding, or when it does, throwing DB errors

What should have happened instead?:
The link should not throw DB errors or not respond

Software version (skip for WMF-hosted wikis like Wikipedia):

Other information (browser name/version, screenshots, etc.):
Suggest temp disabling of the banner until the destination is fixed
Also left a note on https://meta.wikimedia.org/wiki/CentralNotice/Request/surveying_readers_and_contributors_to_Wikipedia#Central_Notice_admin_comments

I've disabled the banner until the survey can be fixed

https://www.status-ovhcloud.com shows that the hoster is dealing with multiple maintenance windows and fallout that is likely connected to that maintenance....

This could be related, but its about equally likely that we overloaded their limesurvey server and it's not coming back without someone fixing that container.

Pcoombe claimed this task.

The external servers have been reconfigured to cope with more traffic and the survey links are fixed. Banners are back up on Turkish Wikipedia, and will be going back up on English, Spanish and French at reduced traffic levels over the next few hours.
