Steps to replicate the issue (include links if applicable):
I'm unsure if this issue can reliably be replicated. It has been suggested that this issue may occur when there is an active autoblock (which will not show in an IP's block log), so perhaps one could check Special:Contributions for an IP that is currently autoblocked.
What happens?:
When viewing Special:Contributions for an IP, there were options to "change block" and "unblock", though the IP was not blocked at the time and the block log showed a 31-hour block that expired weeks ago. Additionally, the notice stating "this IP is currently blocked" was absent.
What should have happened instead?:
There should have been an option to "block" instead of the ones mentioned above, and if the user were indeed blocked, the block message would have been displayed.
