Improve target when users click on the license in the MediaViewer lightbox

Description

When a user clicks on an image or other media file on Wikipedia, opening up the lightbox, there is a link in the lower right corner over the text of the license. When it's e.g. a CC license, it goes to a Creative Commons page, e.g. CC BY 3.0, but in other cases, such as public domain or fair use images, it goes to the file page. There is relevant information about the license on the file page in the "Licensing" section, but users have to scroll to get to it, and some may not do so.

The MediaViewer could be improved by having the link in the lightbox go directly to the section anchor for the licensing section, giving users more direct access to the information.
