Change transaction descriptor to omit phone number reference

Description

We would like to change the transaction descriptor that gets passed on each transaction to omit the Wikimedia phone number for ALL payment processors.

Today we send "Wikimedia 877 600 9454" as a dynamic value that's being passed in the payment request. We would like to move this to read "Wikimedia" only in the API payment requests.

In discussion in officehours we thought "Wikimedia Foundation" would be helpful (vs "Wikimedia"). Waiting on confirmation....

@AKanji-WMF - we are ok to proceed with this task per Erica Roden. We will move the descriptor for Ayen, Ingenico and Dlocal to "Wikimedia Foundation"

the phone number reference has now been removed from the transaction descriptor.
