The HTML5 API has a ready tag for this http://lists.w3.org/Archives/Public/public-xg-htmlspeech/2011Feb/att-0020/api-draft.html
All we have to do is add it.
On my Nexus 1 (Android 2.3.6) I can use the voice input feature from the software keyboard; it seems to work.
(We don't have any special support for it though, nor a trigger outside the keyboard.)
Doesn't seem to always work though -- related to the problem with focus not showing, perhaps. Once click through and see the focus ring it seems ok though.
We won't add this to the PhoneGap-based app which is being discontinued.
Note that voice input is available from the keyboard in recentish versions of Android, so special app support isn't really needed. (If we did do it though it would be implemented differently from how we'd do it in PhoneGap.)
