Android app should give up a page load if its been going for more then X amount of time

If we haven't gotten anything for X amount of time then lets not bother waiting and frustrating the user.

Switching dependency to a block, looks like it was inverted by mistake.

Is this still an issue? Now that there's no modal spinner, you can initiate another page load or do something else while waiting, instead of being stuck for a long long time.
