I recommend that you use a developer access account https://www.mediawiki.org/wiki/Developer_access so that you can commit your patches directly into the source control system in the future -- in fact, you could update and submit this patch, and get it reviewed faster. I'm sorry for the delay.

This task is kind of irritating to deal with... It doesn't explain exactly what the feature being proposed is, how it would help, the patch is from SVN, and the patch is not up to our standards. I'm tempted to mark it stalled or something.
