Content Translation adds a menu in the contributions page with options to start a new translation (among other options). More recently, the Contribute entry point (T322740) was created to provide a more scalable solution to expose multiple options to contribute, connected to the contribute page.
The long term plan is to remove the options added by Content Translation (T333327). However, right now the Contribute entry point is only available in a few wikis (T319362, T327868). This ticket proposes to explore ways to hide the menu added by Content Translation for those wikis where the Contribute menu is present.
