Enable CampaignEvents logging in beta and production

Description

After T320434, the extension logs tracking tool update failures to the application log. Logs are ignored by default in production (and beta); instead, we would like all log events from the CampaignEvents channel to go to the log files and logstash, so that they can be monitored.

This is done, but note that the actual logging code hasn't reached production yet. I'm marking this as resolved because there'll be no way to test this in production, as this logging is only meant to kick in under extraordinary circumstances. The presence of the logs themselves is already part of the AC of T336900.
