Since the translation tool is now using NLLB200 as hosted on WMF infra, we can shutdown and deconfigure the AWS setup.
First, I'll only shut down the running instances since that is the highest cost factor, and clean out unused images and resources except the most recent ones.
In a month, I will clean out the rest.
Instances have been shutdown and S3 has been cleared of all but the latest checkpoint etc.

I will take care of those at the end of June.
After examining the setup some more, I figure I can delete the images on S3 as well, they are easy enough to reproduce with the docs I have. So this has been completed.
