Postgres is only barely supported by Trove currently -- you can create databases but not create users or databases.
Fixes to this will need to happen in upstream Trove code. This is a tracking task for related issues.

I believe I had much the same experience. I could create a user but it had no privs, and I couldn't find a way to log into the postgres user, so I couldn't really do much.
