Is it possible to have a list of admin users on deploy of superset?

Seems to set my user as admin on account creation (not login). As a bonus gives other users "Alpha" and "sql_lab" roles on account creation. Thus may ameliorate the permissions changes encountered during upgrades, as permissions should modify with the upstream. We will still likely need an additional role as, at least, "all query access on all_query_access" is not in either of those roles, and allows people to see other people's queries.
