I attempted to update the groups of user 11738416 but received an error "Authorization authorizer must be a coordinator or staff" - this user received an authorization from a user who was previously a coordinator but does not currently have the coordinator group assigned.

What should have happened instead?: Previous authorizations should be ignored, or should account for the status of the authorizer at the time of authorization.
