Feature summary :

New type of block that is cleared by visiting your user talk page. The message should make it clear that it is a "failure to communicate" block and provide a link to the user talk page.

Use case(s):

We often have new/anonymous users who are likely good faith editors but nevertheless make mistakes and make it worse by being completely unresponsive to feedback on their user talk page. The typical path is that they accumulate more and more messages, eventually a report is made on the Administrators' Noticeboard, they get blocked for a short period, and then they disappear. Often a different IP address pops up soon after with similar edits and the cycle starts again.

Assuming good faith, these users seem to be totally unaware that they have a user talk page, or that messages are accumulating there. All we are really seeking in the first instance is that they read (and hopefully engage with) their feedback before continuing to edit. We don't really want to block them; we're just left with no choice.

Benefits:

It wouldn't force them to communicate, but it would help us to decide how to proceed, and it might reduce IP hopping.
