Description

Steps to replicate the issue (include links if applicable):

Log in with a user having a confirmed email
Go to https://de.wikipedia.beta.wmflabs.org/wiki/Spezial:E-Mail_senden/Test1
Go to https://de.wikipedia.beta.wmflabs.org/wiki/Spezial:E-Mail_senden?wpTarget=Test1
Go to https://de.wikipedia.beta.wmflabs.org/wiki/Spezial:E-Mail_senden/NonExists

What happens?:
The form field is empty and no error is shown.

What should have happened instead?:
Expect the form field prefilled with "Test1" and the error message "This user has not specified a valid email address."
This happens when putting "Test1" into the empty field and submit
